'Today with my vote I give my full support to the report on drug-precursors on the amendment of the directive 273/2004/EC.
 
We have had international rules concerning drug precursors, or more plainly, the chemicals used in the production of illegal substances, but drug-traffickers thus far have been successful in creatively categorizing their substances into legal commercial categories. That is why it is an essential element of today's proposal that it would introduce mandatory registration both for the distributors of substances necessary for the production of illegal substances and also for the users of those substances. A central piece of the proposal is that it also envisages a European database of substances necessary for the production of drugs.
 
The production of drugs is a fast changing universe therefore it is crucial to ensure that community law keeps pace with this unfortunate "progress" on this field. It is also important to provide information on prevention regarding substances necessary for drug production.
 
I am confident that this report gets adopted in the Council as well, thus the proposal could enter into force, contributing to the diminution of the number of drug users who became addicted to such illegal substances.'
