Intergroup discusses the work of PACE and the situation in the Basque Country

The Intergroup, which met on April 7th, featured presentations from Ms Agnieszka Szklanna from the Secretariat of the Parliamentary Assembly of the Council of Europe (PACE) who described the work of PACE and their report on the ECRML. On the initiative of MEPs Izaskun Bilbao Barandica and Francois Alfonsi the Intergroup also discussed “The Limits to Political Participation” with presentations by Professor Juan Jose Alvarez Rubio and Dr Didier Rouget on the situation in the Basque Country, the political parties law, and the banning of the Basque Left party Sortu.

Ms Szklanna, while discussing the work of the legal affairs committee and its report on the European Charter for Regional or Minority Languages, noted the lack of ratifications by Council of Europe member states and, where it had been ratified, problems with implementation. Those not ratifying so far included France, while Italy pointed to problems over a lack of compatibility with internal legislation before they would be able ratify.
